Almost all Southeast European countries have faced a major challenge after the fall of communism: the transition from a centralized and bureaucratic system of governance to a decentralized model. This process is accompanied by numerous issues and challenges.
A good example and starting point can be the experience of European Union countries. Even there, the issues of local self-government are not yet fully resolved, and new approaches are being tested.
The experience of EU countries demonstrates the application of multi-tier governance models. Different countries have organized their local self-government systems in different ways. In eleven countries, a two-tier system is in place, in six countries – a three-tier system, and in some other countries the system may vary depending on the region, with either two or three tiers.
