
Participatory Budgeting Handbook

The main objective of this manual is to create an information resource that will reflect all the information and knowledge that has been formed and exchanged among all project participants during the project implementation. It summarizes the most important experiences in the field of Participatory Budgeting (PB) in the Republic of Armenia and tries to become a guideline for further actions by providing some information and practical advice. The manual presents key information and ideas, provides methods, as well as describes examples of best practices. Target groups of the manual The main target group of this manual is the financial officers in local self-government bodies of Armenia, who are responsible for the management of local budgets and the implementation of participatory budgeting processes. Moreover, key decision-makers at the national and local levels, such as the Ministry of Finance and community leaders, can thus learn more about PB and the opportunities for participation. However, on the other hand, they will encounter obstacles in the implementation process and everyday difficulties. This manual offers all stakeholders of local self-government bodies the opportunity to engage in broad cooperation for the development of the ML and, thus, tends to become a practical source of information for all civic initiatives, non-governmental organizations and scientific institutions.
