On May 22, 2025, the team of the Salar International organization’s “Support to Decentralization and Local Self-Government Reforms in Armenia” (DeaLog) project visited the partner community of Akhuryan.
The meeting with the community leader Zaven Manukyan began with the presentation of the goals and content of the project by the head of the project team in Armenia, Varsenik Mnatsakanyan, after which the decentralization and local self-government reforms were discussed.
Garik Khachikyan, a consultant on local government issues, presented the format of school-community cooperation and the steps already implemented by the project towards the decentralization of education.
Akhuryan community is not new to the format of school-community cooperation and is represented by 4 schools. The last and fourth is Kapsi Secondary School, which recently joined the format as a future educational complex and community development center.
The meeting discussed issues related to the independence and autonomy of local self-governments, on which Zaven Manukyan expressed a clear position, defending the ideology and philosophy of local self-government.
The community's capabilities and the 4 directions envisaged by the decentralization concept were touched upon, which, as a result of the successful implementation of the process, will be included among the community's powers.
The community leader expressed his willingness to continue joint work, expressing hope that the community's activity within the framework of the program will gradually increase, taking into account that in the context of decentralization of education, at least in terms of administrative and economic management, communities will assume new powers and functions.
The advanced experience of local self-government in Sweden and the details of the organization of educational and community life in that country were also discussed.
At the end of the meeting, a visit to the newly built secondary school in Kaps village was organized. Discussions were held with the officials of the community administration and the school management to form future cooperation.
