Interministerial working group

In order to implement the Strategy for Decentralization of Powers, the Action Plan and the Program of Measures Ensuring the Implementation of the Concept, an interdepartmental working group was established in April 2024 by Order No. 802-A of the Minister of Territorial Administration and Infrastructure, Labor and Social Affairs, Finance, Healthcare, Education, Science, Culture and Sports.

The working group is supported by international organizations to make decentralization a reality:

With funding from the Swedish government, SALAR International is implementing the “Support to Decentralization and Local Government Reforms in Armenia” (DeaLog) project. SALAR International is supporting the government by providing advice and analysis, and by developing the capacity to implement decentralization.

The German International Cooperation Agency (GIZ) is implementing the “Good Governance for Local Development in the South Caucasus” project, which mainly studies the possibilities of decentralization.

The Council of Europe Office in Yerevan is implementing the “Democratic Development, Decentralization and Good Governance in Armenia” project. The Council of Europe is providing the government with international expert advice to advance the decentralization policy and is supporting the development of a new law on local government.
