The broader strategic goal of the reform agenda defined by the Government of the Republic of Armenia is to deepen local democracy and promote the empowerment and sustainable development of communities. As a result, the powers and capacities of communities and people to participate in solving local public issues will increase, and the quality and accessibility of public services will significantly improve, thereby enhancing the quality of life and living standards in the communities.

The Government of the Republic of Armenia is committed to ensuring the proper and proportional implementation of the international legal obligations assumed by the state, particularly in the context of implementing the principles outlined in Article 4 of the European Charter of Local Self-Government.
