Fiscal decentralisation in european countries

The research was conducted by Elton Staffa and Kelmend Zajazi, working within the Network of Local Government Associations of South East Europe (NLEA) for the project “Support to Decentralization and Local Government Reforms in Armenia” [DeaLog], implemented by the Swedish Association of Local Authorities and Regions.

The aim of this publication is to promote decentralization reforms in Armenia, drawing on the experience of other European countries. The main objective is to contribute to increasing political and institutional awareness and understanding of the need for fiscal decentralization and the fundamental principles underlying the design of financial systems between different levels of government in different European countries. It presents a brief overview of the local government financing systems of selected European countries: Sweden, Denmark, the Netherlands, Poland, Bulgaria, Albania, North Macedonia, Moldova and Georgia. The selected countries have geographical, political and socio-economic similarities or have recently implemented similar reforms, thereby making their experience relevant to Armenia.
