The Delegation of the Union of Communities of Armenia to Participate in the UCLG Eurasia World Congress Union of Communities of Armenia

The delegation of the Union of Communities of Armenia (UCA) will participate in the World Congress of United Cities and Local Governments Eurasia (UCLG Eurasia), which will take place in Tangier, Morocco, from June 22 to 26. This year’s congress is held under the theme “The New Generation of Universal Local Public Services.”

The Armenian delegation includes Armen Harutyunyan, Director General of the Union of Communities of Armenia, and Garik Sargsyan, Mayor of the Vedi Community.

UCLG Eurasia is the Eurasian regional branch of the global United Cities and Local Governments (UCLG) organization. The global organization brings together more than 240,000 cities, communities, regions, and metropolises from 140 countries, representing the interests of over 70 percent of the world’s population. It is recognized by the United Nations as the principal partner of local and regional governments and has played a significant role in shaping the Sustainable Development Goal on Sustainable Cities and Communities within the framework of the UN Sustainable Development Goals.

The World Congress in Tangier will bring together more than 3,000 local and regional leaders, mayors, governors, municipal council members, civil society representatives, and partners from international organizations. The event will host meetings of the General Assembly, the World Council, and the Executive Bureau, during which key decisions concerning the future development of the international local government movement will be adopted.

The congress also provides an important platform for regional organizations to present their priorities, share best practices in local self-government, and showcase innovative solutions.

Participants will have the opportunity to discuss current challenges facing local communities, as well as present successful initiatives and development models.

In his address, Armen Harutyunyan, Director General of the Union of Communities of Armenia, will highlight the crucial role of local communities in national development, democratic consolidation, and sustainable progress. He will present Armenia’s experience in community development, recent achievements, and future prospects, emphasizing that strong communities are the foundation of a strong and competitive state.

His speech, built around the idea that “A Strong Community is the Guarantee of a Strong Country,” will also focus on initiatives aimed at advancing local self-government, improving the efficiency of community governance, enhancing public service delivery, and raising citizens’ quality of life.

Garik Sargsyan’s presentation will focus on Armenia’s practical experience in climate planning and adaptation. In particular, he will present the results of the European Bank for Reconstruction and Development (EBRD) Green Cities Programme, under which climate adaptation action plans have been developed and implemented in several Armenian cities in cooperation with the Global Covenant of Mayors (GCoM). This experience demonstrates the effective combination of international cooperation and local solutions in strengthening community climate resilience.

UCLG Eurasia represents the interests of local and regional authorities from Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Turkmenistan, Uzbekistan, and Mongolia, covering a vast geographical area with a population of approximately 300 million people. The organization is headquartered in Kazan.
