The Union of Communities of Armenia Holds Its General Assembly, Reviewing Six Months of Achievements and Setting Strategic Priorities․

The Union of Communities of Armenia (UCA) held its General Assembly, reviewing the results of its activities over the past six months, presenting the programmes implemented during the reporting period, and outlining its strategic priorities for the years ahead. The event brought together representatives of state institutions, local government leaders, international partners, and experts, serving as an important platform for professional dialogue on the future of local self-government in Armenia.

The Assembly was opened by Yerevan Mayor and President of the Union of Communities of Armenia, Tigran Avinyan. In his welcoming remarks, he emphasized that modern municipalities are no longer merely administrative units but key drivers of economic development, investment, education, tourism, culture, and the delivery of public services. He noted that climate, economic, and demographic changes, together with rapidly evolving digital technologies, require municipalities to adopt new approaches and more effective governance models.

Mr. Avinyan highlighted the important role of the Union of Communities of Armenia as the representative voice of local governments and an active participant in shaping national policies. He stressed that the Union will continue supporting the institutional development of municipalities, strengthening their financial autonomy, promoting inter-municipal cooperation, and introducing modern governance tools.

The Assembly also featured remarks by David Khudatyan, Minister of Territorial Administration and Infrastructure of the Republic of Armenia. The Minister underscored the vital role of municipalities in ensuring balanced national development, enhancing the effectiveness of local self-government, and delivering quality public services to citizens. He emphasized that strengthening municipalities remains a key government priority and that continuous, constructive cooperation between local authorities and state institutions is essential for the successful implementation of ongoing reforms.

Presenting the Union's comprehensive six-month activity report, UCA Director General Armen Harutyunyan noted that during the reporting period the Union continued its work in three strategic areas: institutional strengthening, municipal capacity development, and advocacy for the interests of municipalities at both national and international levels.

One of the most significant achievements of the past six months was the opening of the Union's new headquarters at 1/3 Byuzand Street in Yerevan. The new premises are intended not only to accommodate the organization's administrative functions but also to serve as a collaborative hub for municipal representatives, experts, and international partners, providing space for training programmes, professional dialogue, and cooperation. The opening marks a new stage in the Union's institutional development and organizational growth.

During the reporting period, the Union also significantly expanded the range of professional support services available to municipalities. New support mechanisms were introduced in legal advisory services, public relations, strategic communications, crisis communication, legislative analysis, and communication strategy development. For the first time, the Union also convened a meeting of municipal public relations professionals from across Armenia, with the aim of establishing a professional network and promoting the exchange of experience and best practices.

Expanding international cooperation remained another key priority. Over the past six months, the Union further strengthened partnerships with international organizations and leading local government associations, providing Armenian municipalities with greater access to international best practices, innovative solutions, and modern approaches to local governance.

The Union also continued its active engagement in legislative processes by representing the interests and positions of municipalities during discussions on key local self-government reforms.

The Assembly also presented the ongoing development of the Union of Communities of Armenia's 2026–2031 Strategic Plan. The new strategy will focus on strengthening municipal capacities, enhancing financial autonomy, promoting digital transformation, expanding international cooperation, improving the quality of municipal services, and integrating the principles of sustainable development into local governance.

The General Assembly served not only as a forum for reporting on achievements but also as a platform for shaping a shared vision for the future. The speeches and discussions once again reaffirmed that strong municipalities are among the most important prerequisites for Armenia's sustainable development, while effective local self-government remains one of the fundamental pillars of a modern democratic state.
