The five-day series of regional workshops entitled “Dialogue with Armenia’s Communities: Fiscal Decentralisation and Policy Reform”, organised by SALAR International and the Union of Communities of Armenia within the framework of the DeaLoG Project, has concluded. The workshops were held in Goris, Dilijan, Aghveran and Aparan.
Each workshop brought together 20–35 participants, with around 125 participants in total from all regions and communities of Armenia, including community heads, deputy community heads, municipal staff secretaries, and heads of finance departments.
The discussions focused on the current state of fiscal decentralisation and key gaps, local taxes, transfers, public financial management, and the implementation of powers and responsibilities assigned to communities. Based on the experience, observations and practical recommendations of community representatives, bottom-up priorities for reform were identified. These will serve as a basis for developing a fiscal decentralisation roadmap, which is planned to be presented to the Government for discussion in September.
The main objective of the workshops was to discuss, validate and further develop the analysis of the current state and gaps in fiscal decentralisation prepared within the framework of the DeaLoG Programme, through direct dialogue with communities.
During the discussions, participants shared the experience and perspectives of their respective communities regarding local taxes, transfers, public financial management at the local level, as well as the implementation of various powers and responsibilities.
